It is fantastic that Reigate and Banstead Council is giving residents in Horley a say in how money to improve the area should be spent. The Community Infrastructure Levy forces developers of new homes and supermarkets to pay to help fund infrastructure and services and 15% of this will be allocated specifically for local improvements.
